commodity (energy) purchases.

savings from Energy Conservation Measures (ECMs)
implemented under Energy Savings Performance Contracts (ESPC)
will at least pay for the capital cost of retrofitting and
installing the ECMs.

Controls; HVAC; Motor
Controllers; Efficient Motors; Variable Speed Drives;
Central Plant operation; Energy/load
Management Systems; Power
Factor Correction; Boiler and Chiller installation and
retrofit; and other technologies that may contribute to
reasonably significant energy savings.

energy savings achieved will meet or exceed the targets
